It's inappropriate for me to personalize this in any way, so speaking
generically now, clients usually ask for "validation" for three reasons:

1. They don't understand the deliverable
2. They don't trust themselves
3. They don't trust the producer

It's imperative to figure out which case applies.

Public organizations mandating "validation" is somewhat of a special case,
but here in this instance, they are singling out a specific person/work,
which obviously is the problematic part.

As I said, there may be many reasons why an individual may not be in a
position to challenge the fairness or the viability of his/her work being
second guessed, but, crudely put, if as an employer I have to hire someone
else to second guess the output of an employee, I'll most likely not
directly trust their judgment, expertise, counsel, etc.

There are obviously educational advantages to having one's work evaluated by
third parties (especially for newcomers to the field), but that also depends
on the quality and the motivation of the evaluation/evaluators.
