I used Term Tree (www.termtree.com.au) on a project and it did the job 
nicely.  It costs $800 AUS, IIRC.  On the other hand, a thesaurus has a 
pretty simple structure and one could hack up one's own web-based 
thesaurus tool without too much work.  If you need something quickly that 
runs on Windows, though, I do recommend Term Tree.
