Where you say "the IA/consultant makes a skeleton website, with
navigation and such", I'd expand this to fit an otherwise similar use
case I've worked through in the past:
"The IA/consultant creates a site taxonomy, page templates and page
"module" designs using the Tool. The Tool creates an XML schema that
allows the developers to create data capture forms for the content
required to populate the site (the taxonomy has metadata around what
page templates and modules are used by each item.)"
Otherwise it's exactly the same as yours.
