Hi Donna,
this might be harder to manage conceptually than programmatically.
Programmatically, I would probably just make "position in hierarchy" another
facet - imagine a public service org chart complete with position numbers,
phone numbers, and who I report to/who reports to me.
So you as an end user could browse on gender, branch, section, substantive or
actual designation, hobbies, length of service, or push the "show this person's
position in the org chart" button and have it build you a browsable hierarchy.
This needs some heavy extrapolation to work as a general-purpose IA structure,
but there is probably enough there to work with.
Does this make sense?
