Partially. It's also a matter of the *system* through which that trust is
displayed, acquired, examined, accounted for, etc.

We're now getting into the chicken-or-egg phenomenon. If "bias, lazyness,
nepotism, and fraud are widespread" in a given system as you say then,
working backwards, one has to question the wisdom of sticking with the said
system. 

Another one of my sigs says, "Any problem that requires walking on water
as a solution is a problem ill-stated."

How do you arrive at that conclusion?
