In software engineering, "design" has been a critical early step in almost
every methodology out there, and I doubt that there are many people without
a computer science background capable of performing those tasks dating back
decades. I would imagine that any engineer of whatever background
(electrical/mechanical/software/etc.) would probably shake their heads in
disgust at using the term "design" unqualified.
