Columns of what? There are no "columns" in HTML. Is this a table? A listbox
with <select>?

Unless the U.S. Is planning to annex British Columbia (not a bad idea) the
list of states is an immutable array. So however one sorts it initially, it
will always have that configuration. The issue then becomes one of retaining
selected status of list options/table rows between two pages. This is about
as trivial a web programming chore as it gets for a professional developer.
(But then again, you can apparently hire an expert company to sort out the
degree of triviality of this bone crushing problem. :-)
It's utterly simple either way.
