It may be good documentation practice to explain how to get to the
site/page the documentation is explaining. It's a sign of usability
issues with your navigation if users have to refer to the
documentation in order to find the site/page.
It's also a sign of usability issues with your main navigation if
users have to refer to the site map in order to find the site/page. A
site map (on the site) should be a secondary (or auxiliary) navigation
tool, and rarely required.

If this is a real example, it just further confirms that your
navigation is probably not intuitive. "Web Forms" is VERY generic,
and users likely wouldn't know what to expect there.
