There's a Movable Type plugin called NaughtyWordChars here:
http://tech.huffingtonpost.com/2006/01/naughtywordchars.html

even if you're not using Movable Type, you might be able to feed this  
code to someone who could use it as the basis for constructing a  
similar concept for you.

Removing tags is an entirely different matter, but one that should be  
easier using regular expressions to search and replace.
