I'm a bit confused here; you hired this person knowing you didn't see eye to
eye or was it a subsequent discovery? If it's the former, it's not fair to
the consultant. (I am one. :-)

I can't obviously say if it's too late or not, but if you don't want the
consultant to have his own "ideas" (perhaps his own experience/expertise)
then why hire him in the first place? Otherwise ,was it explained clearly in
the beginning that he was there to *implement* what was already decided.

Is this just a matter of money? Namely, the consultant insisting on
producing certain "deliverables" so he can charge for them? Are you saying
these "deliverables" in and of themselves don't offer any value to you? IOW,
are you and/or the consultant focusing inordinately on the "deliverables"
and missing the main issue of solving some kind of a problem? Is there a
problem to be solved?

Is this the problem?

Not if you make it abundantly clear before you start that this is an
*implementation* exercise and that the consultant should leave his
thinking/creative/strategic hat(s) home.

What standards? :-)
