I refer you to numerous past threads on this list discussing the pros and
cons of UCD versus other approaches in design, and to my oft-repeated
description: "Design is the art and science of balancing the needs of the
client and the user."

To sum up: usability people take what's given to them and *analyze* it
against a given benchmark; designers *synthesize* various considerations
into a coherent whole. While designers often tackle usability issues,
usability people seldom engage in design. That's as general and concise a
delineation as I can make it, YMMV.
