Why not?

Bias: My prototypes are quite hi-fi, incorporating behavior and interaction,
sometimes complex ones as well. I use many tools for that but by and large
Dreamweaver can handle most of it. The latest version of DW consumes XML
pretty well, thus the prototyped data can live as XML in simple flat files,
in a real DB, in a small test DB or can even be generated on-the-fly via
some sort of middleware/dynamic language thingy. Templating, editable
regions, XML data I/O, JavaScript, CSS , etc and you've got a fairly potent
tool in DW.

The next generation of prototyping is going to come from new
declarative-language tools that further separate
interface/structure/behavior like FlexBuilder;

Documentation? Well, this thread was about prototyping so I won't go into
dead-tree issues. :-)

There's only one way for prototyping to go: it'll have to be easier for
non-uber-geeks to demonstrate structure/interface/behavior than to explain
it in prose. Until then we'll go through labor pains and tolerate people who
write requirements/documentation. :-)
