Doesn't forcing them to change the password after four reminders  
simply shorten the deadline to change passwords from X +Y + 45 to X +  
Y + 4 ?

Banks do this. I process credit cards through a web based interface  
with a company called Moneris and they do this.

There are few elegant ways to absolutely for a password change. Rules  
be damned (a little bit at least.)
