[Sigia-l] Categorization question...

Ok, I'm stumped and could use your help.  We have over 450 construction
projects on our site that we actively report on
(wsdot.wa.gov/projects/).  Most of them are very easy to categorize by
highway #, I-5, I-90, but we have run into an issue with a new project
naming convention and could use your help.

Here is an example to show how we have determined structure for other
projects:
Project Title: I-5 - 36th Street Vicinity to SR 542 Vicinity 
URL: wsdot.wa.gov/Projects/I5/36thStreetToSR542/

Here are some examples that we are attempting to determine structure for
that have thrown us for a loop, these are the actual Project titles that
were given to us that we cannot change:

*   State Highways in Grays Harbor, West Jefferson and Clallam Counties
Roadside Safety Improvements
*   State Highways in East Clallam, Jefferson, Kitsap and Mason Counties
Roadside Safety Improvements
*   State Highways in North Stevens and Ferry Counties - Roadside Safety
Improvements
*   SR 11, SR 525 and SR 900 Roadside Safety Improvement
*   SR 169, SR 410, SR 525, SR 900 and SR 520 Roadside Safety
Improvement

(Note: multiple State Routes labeled by the same project so organizing
by state route will not work)

Our first thought is that we want to group these by Roadside Safety:
/projects/roadsidesafety/ ... safety by itself is not enough because
there are so many types of improvements that affect safety on the
roadway, we want to make sure roadside is there to show the emphasis on
guardrail repair and safety items not on the roadway.

But what's after the /roadsidesafety/  Any thoughts?  

Each one of the project titles bulleted above must be reported on
separately. They are anywhere from one to five million dollar projects,
they each must have their own separate url structure.
