Yes it does. 

Personally I usually have between 10 and 20 windows open at any one
time, and for a long time I thought this was normal. :-)

I found it necessary to move my Windows task bar to the left side of the
screen (instead of the default along the bottom), otherwise it was
useless as a task-switching mechanism. But I'm the only person I know
who does this. I wonder to what extent this "4 window maximum" is
effectively a product of the task bar's limited capacity in its default
location at the bottom of the screen, and how much is it vice versa?
