Because I haven't yet found one that can even partly infer a site
structure from an existing website.
And because when I'm doing content inventories (I'm usually working
on sites that have fallen apart pretty badly and have little structure
beyond a basic hierarchy and loads of contextual links) even I have
difficulty determining structure. And this is one things that humans are
meant to be good at ;)
I think that if a site does have a good structure (and this doesn't mean
just a basic hierarchy, but consistently used internal structure), a tool
may be able to do it. But most sites over a couple of pages are pretty
poorly structured.
So maybe I should have said "I have not yet found a tool that can
determine or infer structure and I have researvations about whether it
is actually possible to do so for the types of situations in which we are
using these tools" ;)
