There are two answers to this one - the technically correct and the answer
based on experience.
The first is no one does turn off Javascript except for those who don't have
it in the first place.
The second is it may be there but it doesn't always work! Over reliance on
elements of technology leads to poor performing sites that can simply not
work on machines that are either too slow, have bad installations and
countless other unquantifiable problems.
In addition, my rule for thumb that tend to use to counter arguments like
'they should read the text' or 'they should upgrade the browser' is you
can't expect the user to do anything! The user is always right :)
