Hello,

If you mean 'accessibility' as in guidelines for access by users with 
disabilities etc, then I don't think there are any. Some individual 
phone manufacturers have a few features that can help these users, but 
they do not generally relate to web browsing. You could possibly 
attempt to go through the main web disability standards and extract 
what is applicable from them (answer: probably not very much due to 
technical limitations). There are a couple of clear candidates, like 
not using colour alone to signify important information / links, and 
making sure the pages work with the users font setting set to 'large' 
(for phones that support this).

If you mean just general design / usability guidelines for wap, then 
that's another story :) Although there is a dearth of that also I have 
found, unless you speak Japanese!
