This is a great question.
I work as part of an internal shop. There are many times things become reactionary versus proactive. That normally does come back to bite me, but when the customer is pushing hard on completion you do not have many choices.
Unfortunately, from my experience, all the tools in the world cannot help, if the customer does not want to spend the time to use them.
