Sorry i realized that i should contextualize my statements further.
The point, beyond the fact that meanings do not exist independent of
sentient usage, is that symbol strings (or whatever datum of your
choice) have intended meaning (i.e. what it's creator took it to
mean), and perceived meaning (i.e. what it's perceiver took it to
mean). These clearly do not have to be the same thing (just look at
deconstructionism). As that is the case, i am certainly not willing
to suggest (or believe) that there is some sort of gold standard
meaning that a piece of input laying out in the world possesses
(although in some cases, clearly, you want to take the creator's
intent as the meaning that should be adopted, scholarly works for
instance).
