I want to concur about Basecamp. It is very good software. I'm using
it right now for project and communications management.
If you have some more money though, I think eRoom has a hosted
solution that is much better, as it is much more complete and
comprehensive.
A peer-to-peer software version that I also liked is Groove.Net
But considering all the things that you listed Sean, I'm not sure that
an affordable solution will suite you. Sharepoint might if you already
have an MS Server environment.
We started using Confluence at work, which is a wiki like thing that
might work as well. There are others like this, some of which are
closer to "free" than others. But while there are some of the features
you want for free, there aren't usually all of them.
