I'd like to think that it was because accessibilty nuts like me kept
banging on about not discriminating against the 25%. For a government
or public information site it is very important not to exclude users
for any reason, let alone because they have old technology. I would
think that it would be sensible for commercial sites too, unless they
aim at the high spec markets like gamers.

The pop-up theory works well too though.

Oh - and thanks to everyone for *sharing* all your degrees - it's felt
like a little electronic hug passing round! See, media can carry
emotion as well as information (or do they just provoke emotions by
distributing the information - argghh! Ziya ... Help! I've created
another semantic quagmire).
