no, but business decisions get made for odd reasons.

i know of a computer computer compnay that inked a horrible  
contact  / support contract - absolutely miserable response times etc.

why? they were still able to put "24/7 customer support" on their  
boxes - they felt this was important, but didn't want to pay the  
money necessary to provide it.

so there are legitimate (albeit poor) reasons for burying contact  
information on corporate sites.
