Agreed. Strictly speaking, 'meta' navigation would be an auxillary form of navigation controls pertaining to the main nav set. In fact, when I first saw the subject of this thread, I assumed it was about site maps, or indexes, or some other form of supplemental navigation. 'Meta' has implications that don't seem intended here (something that is 'about' itself).

breaking down the term into subcategories does make scence. 

When talking to a client for example, he could get confused by somebody talking about *the* global navigation, meaning primary navigation on the one hand and footer navigation on the other hand.

But I think whatever you call it, calling it meta navigation is definitely misleading.

Joining this thread a little late, but I generally break global navigation down into the following categories: primary, utility and footer (see http://www.adaptivepath.com/publications/essays/archives/000103.php). In this context, the items listed below (contact, help, search, etc.) would be considered utility navigation, i.e. - "tools for the user that will support the main tasks, but are not tasks themselves." Along with local navigation, these are the nodes I would normally include in a site map.
