Most people don't know the difference, at least if the number of  
questions I've answered on the topic over the years is an indicator.  
People will tend to type exactly what is printed in an ad.

There's a key distinction in your original example though:
> (e.g., www.foo.com/NewsAndViews/ vs. www.foo.com/newsand views/)

while there is no difference to the user typing  
WwW.ThisIsAspecialWeb.cA and www.thisisaspecialweb.ca there is a big  
difference between:
www.foo.com/ALLCAPS and www.food.com/allcaps
your web server will probably, by default, only respond to one of these.

if you're going to use caps in the directory component of your URLs,  
I'd make sure hat a lower case alternative also responded.
