That is a security decision.  I consider this list too important to
jeopardize it by taking a chance on allowing a virus or whatever through.
Those are often hidden in styled e-mails.  Filters and firewalls are only so
good.

Images are not considered part of 'content'?

The problem with rich-format email is not the fact that they contain
non-textual elements but that we have to contend with an archaic
correspondence format and security model.
