Jonathan,

I garnered the best advice on how to improve search - on an intranet or 
internet site - from a presentation I saw from Lou Rosenfeld.  I blogged 
about it and linked to a number of references here:

Here's a link to Lou's presentation that really made me realize that 
search improvement doesn't have to be this monolithic, complex 
undertaking...as it seemed to me at the time.  You just apply the 80/20 
rule (Pareto principle).  In his presentation, Lou cites Avi Rappoport, 
an expert in all things "search."

I seem to recall Lou covering this topic in his Enterprise IA seminar / 
"roadshow"...which is just going on the road again.  I attended it a 
while back, and it was very worthwhile.
