I'm assuming you're talking about a relatively small site - where each 
and every page can be quite different.  

My opinion is that when you have a larger site with lots of pages, but a 
smaller number of page types, that you generally should create a 
wireframe of each of the page types.  For example, you might wireframe a 
press release page type or example, which relates to a "template" in the 
CMS, but it's plum crazy to wireframe different variations of headings 
and body text on a page.
