That seems a familiar pattern here in the UK, certainly.

I work in a department of around 35 full-time IAs (probably the largest
IA department in Europe I would think). The "ranking" consists currently
of three levels (and some "specialist" levels lateral to these) through
which you are expected to move. We too have found junior IA recruitment
difficult, and have filled these with masters degree students and other
intern-like positions I think.
