might there be an additional aspect which leads to greater safety -- with no
clear rules or boundaries, no one can legitimately abdicate their
responsibility for their actions by blaming other person's breaking of some
rule. You can't claim "but the light was green!" as a defence for running
down a jaywalker. Eliminating the "it's not my fault, it's your fault" cop
out might well be encouraging a little more responsibility from both drivers
and pedestrian.
