I can speak very highly of  SEXP,  sfsexp, (all lisp-based structures 
in general) and Property Lists (specifically Objective-C versions.) 
I have used and built systems on top of these (or similar systems) 
very successfully.

What should be noted for some of  these solutions is that they will 
require a savvy programming team to make them robust and usable. 
Once smart data structures are in  in place they are *very* powerful 
and can be adapted to meet a variety of needs - they are particularly 
suited to meeting information-seeking needs.  While I am sure there 
are some very good implementations out there, I haven't seen 
commercial tools (CMS, etc) that even come close to the type of 
sophistication that is possible with these tools and that I witnessed 
in client-server and stand-alone systems of the previous decade.  I 
hope to see this happen moving forward.
