Definitely agree. Where you have the time, and considering examples such
as the story of Lorenzos Oil, Rugg's theory does seem plausible...

On a related note, it's also worth noting that although a thorough
knowledge will possibly lead you to the right answer, inspiration and
techniques are just as important in getting you there quickly and before
anyone else. 

For example, the discovery of the structure of DNA was a conceptual skip
of inspiration from scientists who to some extent jumped the "boring"
research and just went made some models...[dramatic over-simplification
I know, but you'll see what I mean from the story]
