During the dotcom years, there were attempts to let users leave
notes/annotations on web pages that could then be seen by others. For a
variety of reasons they have failed.

Folks at Siemens in Germany apparently have invented a way to do this in
real-life. In other words, leave a digital note tied to a specific
geographical spot, which when approached reveals the note on a mobile
device. An interesting IA approach: info that can't be seen unless you're at
its geographic location.
