Technically speaking, the ability to parse free-form text especially with a
relatively narrow vocabulary set like HR has been with us for some time. It
may be somewhat less precise than 1:1 tagged fields, but certainly not "a
lot less precise". In fact, I'd go further: free-form text may actually
expose relationship/imprecisions/proximities/etc a lot better than tagged
fields, thus enhancing the result sets.
