Yes, I've been part of pitches that showed prototype designs as part
of that pitch.
The perception was that we needed to go above and beyond in order to
differentiate ourselves from competing agencies.

When I worked for an ad agency, we did major comps for the pitch
itself. It was clear by the client that these were sort of a dynamic
portfolio. The client isn't interested in how you thought about Burger
King. What they care about is how you think about them. So they want
to see models that demonstrate your team's best thinking about them. I
would imagine in the ad agency world this is very common.

In my web design world when this has happened, it was considered a
bigger deal. Smaller companies that I worked for took a bigger cost
risk for the pitch. But to address the concern of giving away free
work, I never got the sense that when we lost these pitches that ...
1) some internal team took the ideas and ran w/ it, thus "stealing" our work
2) that the winning agency got access to our work (no leave behinds of
this work was given), and when I saw the final results, they seldom
resembled the work we did.
