You should definitely look at the Simple Knowledge Organisation System
http://www.w3.org/2004/02/skos/ (draft, but fairly well developed) and
which includes a (very) draft XML vocabulary called SKOS Mapping
http://www.w3.org/2004/02/skos/mapping/spec/ which is for precisely this
application.
