Jason,

(no flame intended) By Tier 1 of Section 508 - are you referring the  
Priority 1 Checkpoints of the WCAG? It's good to have your team all  
start out on the same page (my first war story). An additional issue  
is - are you more concerned with compliance - or is the goal to build  
an accessible product (my second war story).  Jakob has recently put  
his 2 cents in in this subject & a great deal of discussion in the  
blogosphere followed...

You might want to take a look at the Voluntary Product Accessibility  
Template (VPAT). If you are selling to the government, a description  
of your level of compliance is often required. Relevant links here:
