Last I checked Google didn't have cops, armies, nukes, jails, etc.

Google got its acceptance by its self-proclaimed "Do no evil" philosophy. If
it were to breach it in any significant manner, it's not obvious that it can
survive the effects. Microsoft after all hasn't managed to shed its bully
reputation a decade after it wielded its power at its zenith. And they pay
for it in dollar terms everyday. There's no evidence that Google is stupid
in this regard. I'll be the first to scream when evidence surfaces, but so
far nobody has shown any concrete evidence of "evil".

Here, for instance, is a summary of Google clickthrough tracking of search
results:

Now, this maybe of some concern for that small group of people subjected to
the current Google's experiment, obviously, but to jump from that to call
them the biggest threat to privacy without any evidence of evil is at best
unwarranted, especially if one considers what governments can actually do
with one's privacy.
