While I will agree that there are many people who fit this case it isn't 
a fact or even a good rule of thumb.

There are many cases where designers are excelent programmers, and cases 
where programmers can make excelent designers. Just as their are 
programers who in reality make poor programmers and designers who in 
reality don't design.
