Z: Certainly, but those "uses" were *not* designed; they happened.

A: Exactly. They happened because these uses are inherent in the design,
independently of whether they were intended by the designer. 

The point is that you can design an environment (loosely defined) that will
constrain, contain and limit activity or you can design to extend, expand,
and enable activity - as the designer the choice is yours.  You can also
design an environment that appropriately constrains and appropriately
enables activity.
