David,

It depends on where you're web site is headed in the long run, who is using it
and how often they use it.   If the web site is an Intranet, login at the point
of accessing content is the most efficient for users and for the underlying
system.   And, of course, the institutions philosophy regarding whether to let
users know what exists even if they cannot see the content or if they must
request access.   Your question is a good one because it speaks ot the need to
link but treat distinctly the content and its metadata.   In some cases, you may
also need to decide how much metadata to allow the users to see for a restricted
item.   The best practice for this kind of architecture is that used by the
Dept. of Defense.   This is not a new architecture - so we don't really have to
reinvent anything here - models are already in place.
