Similar to Google Desktop, you need to give Index Server time to index
the local drives. If you do a search immediately after turning on
Index Server, the search is still not using Index Server.

Index Server does search file contents, although the Windows Explorer
content search interface is very primitive. To issue advanced query,
Start> Settings> Control Panel> Administrative Tools> Computer
Management
On the left panel, expand:
Services and Applications
Indexing Service
System
Click on "Query the Catalog".

That's true, unless you have installed the appropriate filters.
