Whenever this problem comes up, I look for analog materials that can
provide inspiration. For a wine site, this could be books, restaurant
menus, arrangement of shelves in the grocery store, etc.

In this case, the grocery store and restaurant menu will usually have
placed red wines over country of origin, so I’d use that suggestion
for my hierarchy.

Granted, these other materials can’t give you a clear-cut answer, but
they do suggest some kind of “best practice.”
