Because,

For far too many apps, except for graphical design, the *entire* process is
dominated by Developers. They even get to "create new colors"
because...well, they can. :-)

For far too many people it's: "safety in numbers," this is the way the "real
world works" and there's "nothing you can do about it."

Far too many owners/managers don't know any better and are already convinced
that (while Developers are unavoidable) Designers are either superfluous or
something you reluctantly use to dress up stuff.

Far too few Designers have the training, experience, cajones and
organizational standing to propose and defend UCD practices.

Far too many people think that the Prototype is something Developers build
to test out their potential codebase before they start programming.

Far too many prototyping tools are beyond primitive, while much of
development and deployment is shamefully and unnecessarily complex.

Far too many of us have allowed the holistic process of Design to be
hijacked and continually chopped up by title mongers, which reduces both
operational and political standing of Designers in general.

I could go on... :-)
