There's no reason why some pages can't be in a local language without
the existance of equivalent pages in English - even if the "main"
site is in English.

Frequently, locally relevant pages are not translated because they
are maintained by a local distributor whereas the main site is
maintained elsewhere.

But ... to what appears to be your main question.

Ask your colleague how he or she feels about encountering a link with
the parenthetical note: "på Føroyskt".

If this person is confused, then perhaps notes like this should be
written in the language of the page on which they appear, as you
rightly suggest.
