There's actually a CMS product called FatWire (http://fatwire.com) that 
has this capability built in. I've seen it work - it's pretty amazing. 
Their Update Engine has the capability to take questions from a 
Website, store them for a business user to answer. The FAQ module 
allows them to edit the question, then publish with an answer. The 
final published piece of content has the Question, Answer, relevance 
rating, and number of times it's been asked/viewed.

It's pretty slick.
