So, this is NOT about someone abandoning a form part way through the
process. They did complete the process. Just that they skipped the
non-required, non-essential fields.

It is the user-perceived cost/benefit threshold.

Lower the cost, for example, by providing choices instead of just a
blank text box.

Raise the perceived benefit, for example, by providing a side bar on
the importance of the required information.
