You may want to re-explain it, then.

"When the browser rendering direction is left-to-right, it goes against
the grain of fluid design to have right navigation bar."

I still think you have to treat this on a case-by-case basis and cannot
simply apply a standard as to what is and what is not fluid.  But, as
you've pointed out, perhaps I'm missing something.  If so, I would
certainly appreciate the clarity.
