I think you need to treat placement and purpose of navigation on a
case-by-case basis.  To say otherwise is really not performing analysis
thoroughly, in my opinion.  I've worked on sites where a right-side
navigation was entirely relevant due to the nature of the application
and the habits of the users, so I have to strongly disagree with that
statement.
