There is no guarantee that attachments will come through, either.
Zealous virus filters may strip out all attachments to an email, since
so many viruses arrive via attachment.
Some mail clients may not display attachments or HTML by default. Both
that I use (mutt and thunderbird) are configured to only display text,
and to not show attachments by default.
I'm not saying by any means that mutt users are in any sort of majority,
or even necessarily a data point on your graph of commonly-used mail
clients, but the point is that you cannot be 100% sure that any of your
email recipients will be reading the HTML that you send them, or that an
attached image will be presented inline, or that users will even be
willing/able to open an attachment sent with your email.
